Third NPC: Level 50 quests. Hajiwari Bar or Rhum Island Bar? New bar?

Purpose: use this quest npc to help push players towards achievements. these quests don't need to be a daily but could be a daily. checks for players achievements, picks one randomly and assigns the task with a berry amount.

@archadria A lot of achievements consist to repeat a lot of times the same thing. Don't think it will do a nice quest 😕

To push players to do achievements, we have the Faction NPC at Rhum Island. We also plan to add special buffs to achievements later on.

Somewhere down the line could we get an NPC at Hajiwari training center that gives hints everyday toward the achievements you do not have?
